Contexto: La participación ciudadana resulta fundamental para el desarrollo territorial, aunque persisten vacíos en la comprensión de sus mecanismos de incidencia. Esta revisión aborda dicha brecha mediante la síntesis de evidencia reciente. Objetivo: El estudio evaluó la influencia de la participación ciudadana en el desarrollo territorial a partir de la literatura publicada durante los últimos cinco años. Metodología: Se realizó una revisión sistemática siguiendo el protocolo PRISMA en las bases Scopus, ScienceDirect, Scielo y Redalyc, seleccionando 30 artículos originales publicados entre 2021 y 2025. Resultados: La participación legitima decisiones, aporta conocimiento situado y fortalece capacidades colectivas. Su efectividad depende de la estabilidad política, marcos normativos vinculantes y voluntad institucional, aunque persisten barreras burocráticas que instrumentalizan los procesos participativos. Conclusión: La participación ciudadana constituye un componente estructural del desarrollo territorial, requiriendo enfoques adaptativos que reconozcan la diversidad contextual para asegurar su efectividad transformadora.
Background: Citizen participation is essential for territorial development, although gaps persist in understanding its mechanisms of influence. This review addresses this gap by synthesizing recent evidence. Objective: The study evaluated the influence of citizen participation on territorial development based on literature published over the past five years. Methodology: A systematic review was conducted following the PRISMA protocol across the Scopus, ScienceDirect, Scielo, and Redalyc databases, selecting 30 original articles published between 2021 and 2025. Results: Participation legitimizes decisions, provides situated knowledge, and strengthens collective capacities. Its effectiveness depends on political stability, binding regulatory frameworks, and institutional will, although bureaucratic barriers persist that instrumentalize participatory processes. Conclusion: Citizen participation constitutes a structural component of territorial development, requiring adaptive approaches that recognize contextual diversity to ensure its transformative effectiveness.
